So first you have to do PEMDAS (Parenthesis, Exponent, Multiply, Divide, Add, Subtract). Now, when you do PEMDAS, you need to go from left to right in the order I just described to you.

So in this situation, first multiply 5 times 3 to get 15. Next is addition. 15+4=19.
